In today's business environment there is a need to define an effective infrastructure to support operating environment; have a strategy for the deployment and technology; and clearly define responsibilities and accountabilities for the use and application of technology.

Successful CIOs make the most of each opportunity they find and by driving efficiencies and reducing risk. Doing this well requires having an infrastructure that allows the IT function to create, measure, and evolving business processes.

Improving operational responsiveness requires capturing information about the complete business environment, using that information to drive decision making at every level and having the ability to execute those decisions effectively. Actually, operational responsiveness builds upon and extends the concepts of agility and optimization.

However, what is "operational responsiveness"? The specifics will depend on the exact business situation, of course. Concisely, it is as simple as making sure the right things happen, in the right way, at the right time, every time, even in the face of the unexpected. CIOs and IT professionals with the responsibility for specific IT solutions have the information they need to understand everything happening within and around that activity, the authority to decide what should happen differently, and the ability to make those changes. It is effectively the successful linkage of IT infrastructure, strategy, and decision making with the actions required to deliver results.
